IELTS Writing Practice : Problem-Solution paragraph
Many have suggested that we should concentrate our efforts on training young people. While it is true that few retired people have technical skills to communicate, they may feel more isolated and suffer because of the rapid pace of technological changes. Some people believe that the most effective answer is to pursue and implement how-to programs aimed to enhance seniors’ technical skills. Of course, many elderly may not be willing to attend these programs due to many concerns. However, despite the problems with this solution, it provides willing seniors with a chance to enhance their Internet-based communication.

Communication is speaking and writing. Most old people can do that. Talking does not take any technical skills. I do not understand what you are writing about.)
