Being able to introduce environmental legislation such as banning from thrown away plastic bags or increasing environmental tax rates for products harming the environment and make people obey it, governments can reduce the great number of waste and raise people's awareness of protection the environment. For instance, Singapore, having the strictest environmental laws, is the most cleaning country in the globe. Hence, governments can make a positive impact on improving the environment rather than individuals.
Secondly, the environment can be improved by governments and big enterprises, since they can give an significant financial support. since environmental projects are very expensive and take a long period of time to achieve an significant result. Therefore, If people want to improve the environment, they will need a large amount of money which some individuals cannot have. Apparently, only governments and big companies can sponsor these projects by using their budgets, this leads to being able to launch and remain these projects in order to enhance the environmental quality. Therefore, just only some individuals cannot perform programs protecting the environment widely because of lack of money.
Others who support to individuals can make a difference, improving the environment, can argue that some people can invent equipment and machines which can recycling waste or producing eco-friendly goods, can help people prevent environment becoming worse. However, even if this were true, producing these machines and using them around the world must be accepted by governments and need a lot of money. Therefore, governments and big companies play a crucial role in improve the environment instead of individuals.
