IELTS general reading

Hi,

In the following link : https://www.english-exam.org/IELTS/ielts_reading/703/

I don't really understand question 1 and 2. It's about entry requirements I thought having your own car is a requirements so I ticked the box C.

And question 2, it makes no sens for me, "you will have achieved by completing the course". What does that mean ?
