Hello! I've read this in a grammar item, and I would like to know if I have guessed its meaning right.

-I can't believe you're late again!"
-"I'm sorry, but it couldn't be helped."

So, does the underlined phrase mean that it couldn't have been avoided? And if so, is it equivalent to "I couldn't help it"?
