Idiom: Quite the contrary

Hi all. Could you please help me understanding what the meaning of "quite the contrary" is. I encountered the phrase in sentence as follow:
It was no novelty to encounter suspicious specimens among Holly's callers, quite the contrary; but one day late spring, while passing through the brownstone's vestibule, I noticed a very provocative man examining her mailbox.

Does it mean that it was seldom_ to encounter suspicious specimens among _other tenants' callers, but Holly was different: it was no novelty to encounter the specimens among her callers.

If we use the sentence above, what the meaning will be? Is my guess below wrong?
