Idiom I can't find a meaning for

I have a question about an idiom from Smallville Noir. What does it mean "to have nothing on someone"?

Here's the conversation:

Lex: Who's your new heavy?
Lionel: Relax. I got nothing on Kent so far
but his tab.

It can also mean nothing that someone else doesn't have or nothing over (more than) what someone else has. For example, someone could tell me a story about someone who did something dumb. I might respond with, "She's got nothing on me. Listen to what dumb thing I did today."
