Idiom

I read from a material in a book of LLc with the sentence that I guess it is a idiom but I can not understand it clearly, can you help me to explain. I am really appreciate for that.
The sentence is:" other members may not have sufficient cash or borrowing power to come up with the needed buyout funds right away."

It is not an idiom borrowing power = the power to borrow = the abilty to borrow, based on their credit worthiness and other financial factors to come up with = to obtain (this one is pretty idiomatic) They do not have the ability to borrow enough money to equal the cash needed.
