Identifying the subject

Hi.

I've just come across this thread with a verified answer, but I'm doubtful about it.


Adding to their importance is [that many of the lifeline systems serve vital roles in disaster recovery].

To me, the underlined part is the subject of the sentence, and the bracketed part is subject complement. Is it right?
