Identifying a phrasal verb

We have been given a paragraph and asked to identify the lanuage features. We had been told that verb and a preposition make a phrasal verb.

Can "happen here" be identified as a phrasal verb?

Please clear my doubt.

No. 'Here' is not a preposition, and even though phrasal verbs also can include adverbs ( up, in , etc), 'here' is not one of them.

Look for the words up, down, in, out, on, off, away, back. These are very frequently the second word of a phrasal verb.
