identify conjunction and preposition?

1. Since I had been inoculated against hepatitis before leaving New Zealand, I had never been considered it as a risk.

2. Since the middle of June the committee had been examining the issue of direct action.

In sentence 1 "since" is a conjunction but the "since" in sentence 2 is a preposition. How can I identify whether it is a conjunction or preposition? Thank you.
