In my opinion, "I rather not" is a careless, casual misuse of "I'd rather not."

Without the "would," "rather" often means "somewhat."

I rather like you.
You are rather clever.
I rather prefer not to do it.

A use closer to your sentence is: I [would] prefer wine rather than beer.

"I'd rather not" usually refers to some action
