I'd like to be confirmed or not about a question

Hi teachers,
This is the context:
'But, you see, people are afraid of Merrick too … in the road, little boys always run after him and hit him. Then the police get angry because people are afraid. Sometimes they take us to prison.

These are the question and answers according to it:
a) How did people react when they saw Merrick? People were afraid and little kids ran after him and hit him.
b) How did the police react? They got angry and sometimes they took them to prison.

I know 'a' is correct and so is 'b'. But to me it seems that something in missing in question 'b', doesn't it? The question seems incomplete. Am I wrong?

I can't imagine such a sentence, can you?— except in the tag ('...and so do I', etc.) I used it to mean 'and subsequently'.
