I'd assume/good luck for ...

In the book about magic the author writes:

Dishrags seem to have their own particular brand of magic. It's said to be good luck to steal a dishrag from a neighbor, but I don't recommend this. I'd assume it means you'll share in your neighbor's good times as well as bad, which is certainly good luck for your neighbor.

Does "I'd assume" here means "In my view ..."?

Does it say that it would certainly do my neighbor good? Is it what is meant by "good luck for your neighbor"? And it would do him good because if he had a bad day I would also had a bad day and this would make him happy? Or something else is implied?

No. You didn't read my post carefully. Read it again. The neighbor won't be happy to hear you have

stolen his / her dishrag. However, since you've already done that, they might be happy to know

that you have gotten their bad luck as well.
