icon heel?

hi, every one,

i have read a article about politics and the English Lanuage, it has mentioned that " Hack mechanically repeat the familiar phrase- bestial atrocities, iron heel, bloodstained tyranny,..... " , so i guess 'icon heel ' may be a word in political area?

could you please give me some idea?

'Iron heel' certainly refers to tyrannical rule.

However, I wouldn't say it refers to a torture device used to crush one's heel. The usual 'image' is that of a tyrant wearing iron heels and 'stepping on' his opponents.
