Icelander model

Iceland is the only country in the world which powers its nation using 100 % renewable energy. The nation once used to be heavily dependent on fossil fuel and coal as its energy sources was transformed when the current president, Grimsson, took the office about twelve years ago. It started to tap into the country's vast geothermal energy and now the country is reaping the benefits. The president said every ten years the country saves one year of national GDP on electricity and he plans to take the Icelander model to the word.

Not necessarily. My guideline is, is the idea flow clear without 'that'?. If it is not immediately clear, use 'that'. In your original, 'The president said every ten years' suggests that the man only spoke of it only once in ten years!
