I would more/most likely (to) say.....

Which of the following sentences is correct?

1) I would more/most likely say .....

2) I would more/most likely to say.....

Also, would you please give me a few examples of how to use the above sentences?

Only (1) is grammatical. E.g.:

I would more likely say "toilet" than "bathroom".
When referring to the comfort facility, I would most likely say "toilet".

You can't have a full infinitive after a modal verb. These are wrong: can to find; may to believe; would to say.
