"I would like to clarify something..."

"I would like to clarify something..."

Does that mean I am the one who is clarifying a situation, or I am seeking the clarification of something from soneone, or does it work in both situation?

Thanks.

Without context, it suggests the former. But it can also be the latter. You can clarify something by asking someone questions.
