a)that she would accept
b)that if she would accept
c)whether or not she would accept (Answer Key)

Why can't A or B work here? They look fine to me.

I wondered whether... " (the differences between "if" and "whether" in this type of use have mostly faded). But you can't say "I wonder that" if you're not sure of the outcome.

You can also say "I wonder if..." (the differences between "if" and "whether" in this type of use have mostly faded).

But you can't say "I wonder that" if you're not sure of the outcome.
