In British English, "to" is required. In American English, "to" can be dropped, but I'm not sure if this is informal only, or if it's accepted in formal language too. Hopefully a native AmE speaker will come along.

Probably more American than English:

She promised that she would write me every day.

Even more so:

She promised that she would write me every day.
