I will not forget....

People here are tolking about President Bush's
remark "I will not forget Japanese citizens abucted
by North Korea...."

Some people seem to be saying "I will not forget...." does
not necessarily show 'resolute determination'.
Such a political issue is difficult to discuss, I think, but if
I could have some opinions about the usage of that phrase,
I'd be very happy.
