"I will not be forgiving?"

"These are my terms and I will not be forgiving."

I want to use the present participle "forgiving" as an adjective in this case. Is it possible?

Yes, but in a context like that it sounds a little unusual. More common is eg These are my strict terms. Clive

Yes, I know what you mean. It's informal but wanted to express it semi-formally, if that makes any sense.
