"I will look to strengthen economic fundamentals."

"I will look to strengthen economic fundamentals."

I searched for the phrase look to V but I failed and I found be looking to do something meaning to try to find ways of doing something and then do you think that will look to V here is used for the meaning of be looking to V or is it a different phrase or is it a common mistake we make? What do you native English speakers think? Thank you so much as usual in advance.
