Why do they use I were here?

#2 They were and had been living in NY? What does it mean? One of them just were (stayed) and others had been living?

That is, they lived in NY from some unmentioned time in the past to some other unmentioned time in the past, and they were still there at the end of that period of time.

I catch about I were/he were.

But I don't feel exactly what is a difference between 'They were and had been living' and just 'They
had been living'. Thanks again.
