I washed my car at 6 last night

"I washed my car at 6 last night." (sentence founded in my grammar book)

Does it mean that:

a) at 6 last night I finished washing my car and in that time the car was clean, or

b) at 6 last night I started to wash my car

Whish answer is correct ? The book claims that answer b is correct - I have doubts because I always thought that past simple describes finished actions.
