I was wondering why does the contract is being/gettig delayed to/to be sent?

I was supposed to receive a contract from my client but unfortunately they haven't send it yet. I wanted to ask them why it is getting delayed?
so can I ask -I was wondering why does the contract is being/gettig delayed to/to be sent? Is it okay if not please let me know a better sentence

That isn't right. You can say "Why has the contract not been sent yet? What is causing the delay?"

(This wording is to-the-point and not super-polite.)
