I was so sorry to let this tragedy occur, if it was stated as you are the reason for the tragedy occurring. Although if you are saying it to someone and it was not your fault then you would say, I was so sorry that this tragedy occurred.

when you let something happen it means that you personally either caused it or could have stopped it happening (but didn't). As we are talking of a 'tragedy' here you are taking the blame for something very serious! Is that your intention?
