I Was promoted??

Hi,
How do I say that I was promoted? It's "I Was promoted" or "I have been promoted"

"I have been promoted" implies that you are still in the rank you were promoted to. "I was promoted" implies that the action might take place last years, for example, and now you may not be in that rank anymore.

Compare:

I have been promoted sergeant = I am sergeant (now).<-- You see the result in present.
