i want a word to say someone who wrong understands me.i say something and he  behaves without notice what i said carefully.i want to know what such a behaviours name is.(i maybe made mistakes while asking this question ,if so warn me .and get me aware of my mistakes please)

You want both misunderstanding and ignorance.

I guess a heedless person would be a fine description and the behaviour is

heedlessness

If it was something important and there was a danger to destroy something important then

carelessness

Generally inattention is a word when a person did not pay attention and the behaviour is

inattentiveness

None of them is very rude.

My suggested changes:

I want a word to say that someone does not understand me.
I say something and he behaves without noticing what I carefully said.
I want to know what such a behaviour's name is.
(I may have made mistakes while asking this question ,if so warn me .and make me aware of my mistakes please.)

If the person did indeed hear what you said, but chose not to respond, you could say:
"I say something, and he ignores me.)

Ignoring somebody is a type of human behaviour, so there would usually be no need
to say that someone behaved as if ignoring someone else.
