In developing countries public school are the main suppliers of primary education and govement organised uniform education which is some families cannot afford . Under structural adjustment policies In 1980 s as many people cannot afford to pay for education,

Government schools are the main providers of primary education in developing countries. Government-organised education creates uniformity what the members of the disadvantaged
communities cannot agree upon. This culminates in the exclusion of the children of poor households from classroom (Meyer & Boyd, 2001, 6). Since the 1980s, there has been a trend
of cuts in spending on education under structural adjustment policies. This has negative results i.e. increased segmentation between different types of educational institutions, a
decrease in access to good quality education and limitations on those who could afford to pay, as well as a general drop in the quality of education (Hallak 2000, 37)

Regardless of whether NGO schools perform better than public schools or not, they have been reaching the poorest and most disadvantaged children who were not served by public or private schools before. This has generated a new optimism on educational possibilities of marginalised groups in developing countries.
