I thought that lady is smart

"I thought that lady is smart."
"I thought that lady was smart."

Which of these sentences is correct?
Is it because I need to use past tense in both?

But does the second sentence imply that lady is not smart now because we used "was"?

It could mean two things.

I thought she was smart. (And I still do.)
I thought she was smart. (But not anymore.)
