I think it is between the Revenue Department and the Finance Department

Dear all,

The other day I saw the sentence "The file is not in the Health Department now. I think it is between the Revenue Department and the Finance Department." in an office file. Here what they mean is the file is pending with either Revenue Department or Finance Department. Could you please tell me whether the usage "between" is correct here?
