I say it because

Can one say
a. Tom is not there because I looked.
If the sentence is supposed to mean: I am saying Tom is not there because I looked.
?

Can one say
b. Is Tom is not there because you looked or because Jane told you.
If the sentence is supposed to mean: Are you saying that Tom is not there because you looked or because Jane told you?.
?
