"I remember when I first met her." Does "when" in this sentence mean "the situation at the time"?

When I hear a man say "I remember when I first met her.", I think he is not saying something such as, for example, "I first met her on Sunday, not Saturday." but he is expressing something like how it felt for him to see her then.

In short, in some cases "when" means the situation at that time rather than the time itself.


Please tell me whether my remark above is proper and, if so, whether this is a standard and formal usage and in what kind of situation I can use "when" that way.
