I chose a but the answer was c. But I think they are equal in this situation. So anyone?

There's nothing in the sentence that suggests a need for by the time. I don't think by the time is ever equivalent to until.

You finish doing something by the time something else finishes or happens. It is as if two activities are happening at the same time, but one finishes before the other; the one finishes by the time the other finishes (or happens)
