Hi there, as far as I am aware, the sentence itself is just saying the investors had to keep switching where they were to get the licence.
The shuttle back bit is actually part of the whole phrase "shuttle back and forth" which is essentially to go from 1, to 2, back to 1, back to 2 etc.
