The purpose of my bachelor thesis was to explain the implication of the Islamic State in Iraq and Syria (ISIS) attacks in Kurdistan region independence case and to clarify some of reasons behind Kurdistan independence case in regarding to the ISIS attacks in Kurdistan and how Kurdistan region benefit from this attacks. Also in this thesis I tried to compare Kurdistan independence case before and after the ISIS attacks In addition, I tried to explain some of domestic and international reasons behind the Kurdistan independence case in both political and economical aspects.

In the 20th century many countries gained their right to have a territory or a state of their own, after the WWI, most nations got their independence while some, such as the Kurds, could not achieve that due to political and economic interests of the bigger states. Kurds were one of political losers of the time. Nevertheless, Kurdish desire to self-rule or gain an independent state never died. They fought throughout the century and struggled with the states, which they were under its control. Independence has existed throughout primordial times for Kurds and it’s still alive. Many movements via nationalism or other means of politics have put up fights in order to achieve it.

World’s politics never assisted Kurdish movements to have an independent territory up until the dawn of 21th century. Terrorism in the 21th century have led to many changes in the realm of international politics and it seems like this time Kurds are closer than ever to achieve their long waited dream of independence. Unfortunately, paying a heavy price for Kurds has been a habit for Kurds. Syrian civil war and Iraq’s sectarianism especially since 2011 led the coming of a radical group named the Islamic State of Iraq and Levant on the soil both countries and commit atrocities. However, it also gave Kurds and chance to ask for their independence since Iraqi government seemed so troubled and was at the brink of collapse.

There are many different reasons and factors behind Kurdistan’s independence case such as; international factors, local factor such as ISIS, the newly extracted oil production which is the source of bitter disagreements between the region and the federal government of Baghdad. Since, last two years ISIS has come to Iraq, both sides have reached an agreement which many scholars and analysts it hardly holds any water. Political discrepancies between the Kurdish Region and the Central Government have had different and very unfortunate implication for Kurds politically, socially and economically.

After the developments of the situation in Iraq when ISIS took over Mosul city, Kurdistan officials claimed that the central government of Baghdad had marginalized Kurds and Sunnis in Iraq therefore; Kurdistan independence has been one of most important debates inside Iraq and in some western countries. According to the report published by “The Economist” a British magazine in August 2014, the Kurds have taken advantage of the situation to take their land where the Iraqi army abandoned their positions along the line between the Kurdish and Arabic areas in thousands of kilometers. In addition, Kurdish military forces Peshmerga took over the disputed areas between Kurdistan regional government (KRG) and the federal government of Baghdad.[1] Particularly, Kirkuk city, where the total amounted to territory controlled by the Peshmerga forces, more than five comprehensive land territory of Iraq, which through objective historical facts Kurds claim they were forcibly displeased during the rule of former Iraqi President Saddam Hussein.

The last Turkish move was the oil deal with Iraqi Kurdistan for allowing the passage of two Kurdish independent oil pipelines and one gas pipeline through its territories to be exported to western countries without a clear permission from government of Baghdad. The 50 years term of this agreement was indeed revolutionary,[2] and all three parties Turkey, Iraq, and the Kurds were aware of its fare aching significance, namely to help define a pathway by which Kurdish economic independence could metamorphose into political independence. Baghdad’s attempts to stop Turkey from putting this project into effect were to no avail. The final blow came when the Kurds started a few months ago to export oil independently. It might not be mere coincidence that Turkey approved this Kurdish move almost simultaneously and ultimately with the Kurdish takeover of Kirkuk due to the fair of ISIS control of the area. Indeed, according to an article by Soner Cagaptay published in “Al-Majalla” in July 2014, Turkey even went so far as to encourage the Kurds to take control of the oil capital. What kind of political motivations are behind Turkey’s such effort is clear yet, Kurds are playing hard to stand on their feet in the hopes of gaining some economic independence which will lead them to complete autonomy form failed central government of Baghdad.

However, the sudden spreading attacks by ISIS to several towns across Nineveh province, which started on August.3, appeared to have checked Kurdish momentum. “Kurds have to cope with multiple challenges now: fighting ISIS with inferior military equipment along their new common 1,035-km-long’’[3] border; struggling with Baghdad over various political, economic, and strategic issues; coping with an economic embargo imposed by Baghdad because of the oil dispute; and accommodating ‘‘hundreds of thousands of Christians, Yezidis, and even some Arabs refugees fleeing nearby territories held by ISIS.’’[4] Still this setback may turn to be another opportunity for strengthening Kurdish solidarity and national feelings and getting outside support. The U.S. air bombings of the ISIS forces while raising Kurdish morale also sent home the message that if worse came to worst and Iraq could not remain united, the United States might have given the green light to a Kurdish state. Nevertheless, Turkey’s foreign policy is clearly indicating that it would now allow such accordance. The paradox of the bitter realty for Kurds is worsening the situation since they have great economic ties with Ankara and it seems to be the only outlet for the survival of Kurds at such a critical period of their history. Their achievements since 1992 with the establishment of the No-fly zone seem to be at the brink of collapse.

At this point it is not easy to know if these developments have postponed or accelerated the goal of Kurdish independence because of the consent changes in the world politics and complete miscalculation of international community regarding the ISIS. What is currently seems to be certain is that Iraqi state having lost its common unofficial borders with Kurdistan when it relinquished them to ISIS shamefully at the hands of its military forces. Iraq’s military forces have proved so ineffective although it has been under the supervision of foreign forces training for more than a decade. Whereas, Peshmarges have been defending their land with a minimal training and weapons. Kurdish forces proved to have the will against the terrorism by crossing to Syrian land and helping Kurdish fighters defeat the ISIS. What else could be a stronger indication for the international community to admit to the fact that Iraq is a failed state all together and the continuation of support for the oneness of Iraq will only worsen the situation in the entire region.

Therefore, in this thesis if I am arguing that the world will now be better off if there is a strong Kurdish state which has proved to contain the jihadist danger, which has gone from strength to strength over the past two years and keeps doing so. All in all, the war that Kurds are conducting now against ISIS might turn to be their war of independence even as it also, saves the region from falling even deeper into chaos and bloodshed. One of the most important points in Kurdistan history was that when Kurdistan regional President Massoud Barzani asked lawmakers to form a committee to organize a referendum on independence and pick a date for the vote. “The time has come for us to determine our own fate and we must not wait for others to determine it for us” Barzani said in a closed session of the Kurdish parliament that was later broadcasted on television. For that reason, I consider it necessary to create an independent electoral commission as a first step and second, to make preparations for a referendum.[5]

Barzani's call came days after Kurds and Sunnis walked out of the newly elected Iraqi parliament’s first session in Baghdad, complaining that the majority Shi’ites had failed to nominate a prime minister. Many Kurds have long wanted to declare independence and now sense a golden opportunity, with Baghdad’s weak and Sunni’s armed groups in control of northern cities such as Mosul and Tikrit.[6] It can be argued that the Kurds as the one of the largest ethnic group should be supported and granted the opportunity to establish a democratic government in the middle of the chaotic ME. If given such opportunity no doubt they will be the force of providing security and stability since, all the indications prove that they are amongst democratic principles.

The USA stance on Kurdistan independence case before and after ISIS attacks

Kurds’ vanished dream of attaining independence at the hands of world powers has always leaded to new revolutions. Yet, their non-stop movements were never seen by the western powers as a struggle to overcome evil. Their voice fall on the deaf ears and their movements were seen as guerrilla wars against states authorities. Before the attacks of ISIS in 2014 on Iraq which had been going on for long in Syria, USA was not fully with the mission of Kurdistan independency because they want Iraq to be united; the foreign policy was and unfortunately still is, to some degree, to protect the unification of Iraq. But after ISIS attacked some areas such as Mosul and Sinjar on Iraqi soil and then spreading their power for having more authority in the entire Iraq especially ISIS’s effort to attack Erbil and other parts of Kurdistan, was seen as a kind of threat on the US economic and political interests in Kurdistan region, such as Exxon Mobile (the American oil company that works in Kurdistan) and others. Then Washington decided to help the Kurdish Peshmarga, by air bombing ISIS and help with humanitarian aids, when US president mentioned that Kurdistan is a red line.[7] And USA started to hold a campaign and collect international supporters to support the Kurdish Peshmarga and Iraqi forces in order to control and stop the fast spreading of ISIS. This was seen as an indirect support for Kurdish independency project but directly and as its foreign policy turns they are with unity of Iraq.

In this unpredictable equation of world politics besides Turkey’s discontentment regarding the independence of Kurdistan, the Iraqi federal government and Iran have the same policy against the Kurdish project for being independent, because both of them have the same doctrine of Shi’itism, the Iraqi government is led by Shiit’s and they are totally against this project. Since, the invasion of Iraq in 2003 and ousting Saddam’s regime Iranian government has clearly been very influential in Baghdad and has had a big role in its decision making process. Western media has emphasized on this role and it considers it the biggest winner in the region.

As a conclusion if we were to analyze the Kurdistan independence case before and after ISIS attacks, I can say that ISIS attacks were somehow beneficiary for Kurds since it made the world see with their eye that Kurds are the only force against violence and they fight terrorism and have full support for a democratic government.

Also ISIS is one of the reasons that Kurdistan will be independent state in future due to many factors that are unpredictable in world politics so far. For, after ISIS attacks many countries such as USA, Germany, and France etc… Has supported Kurdistan especially by providing better war weapons to Peshmerga that makes Kurdistan more powerful to be seen as a force against violence that desires stability and security. And all this led Kurdistan toward kind of implied recognition by many western countries because they invited Kurdistan president to many important events and conferences. Additionally, few mentioned western countries have relations with Kurdistan that projects the fact that they with an independent state. Kurdistan region has some of the trappings of an independent state such as; its own constitution under way its own parliament, its own flag, its own army, its own border patrol, its own national anthem, its own education system, its own International airports, even its own stamp inked into the passports of visitors, a large number of foreign consulates and embassies are located in Kurdistan's capital many countries have opened consulates in the semi-autonomous Kurdistan region, nevertheless more lenient towards the western desires of running a state. This is a positive outcome that Kurdistan now is better equipped militarily and fights on the behalf of the entire world against terrorism. This empowerment and its economic dependency is a tool for its independence.
