I need your help

I came across the sentence as follows

Tension is the lateral force of the beams being stretched between columns.

I think the underlined part of the sentence above is in a past participle form.

Then I am wondering why " being " is needed ? They need it because it implies it is in the progressive form?

Usually, the past participle with phrases are put behind the noun without be-verbs, is that right?

For example, I bought a watch made in Japan.
