The sentence was:

Sheila: I know exactly how you feel. I tried/ have tried too, but I don't seem to be able to get into it. Let's do something else. Do you feel like coming round?

Let's begin with your second question. To me, both past simple (tried) and present perfect (have tried) are OK in your sentence. Somebody might say that if you choose "tried" you're looking at Sheila's attempt as a completed action in the past, while if you choose "have tried" you're introducing the idea of an action in the past which is in some way connected to the present (for instance, her attempt is quite recent, or her lack of success is affecting the way she feels now).

As for your first question, I don't think that past perfect (had tried) would be appropriate here. As a general rule, you use the past perfect when you have more than an action in the past and you want to make the time sequence clear.
