I need some help in translation

I try to understand this sentence which comes from Tim Horvath's Understories;

Construction teams lent out their brawniest, resplendent in colorful Tshirts sporting memorable slogans.

What did teams lend out? Brawniest? Does it mean strong people? Do they wear T-shirts with slogans?

Could anyone help me please?
