When I write songs I start with the music first, then write the words. You should probably decided what the song is about before you write them. This may take awile.

you need to make sure that your lyrics have a solid meaning.
Not have the listener guessing "what are they singing about?"
Depending on the length of song as to how many choruses you have
Some songs do not have a chorus as they are perhaps ballads.. But a chorus usually seems to work better most times as they go back and emphasize your meaning.
