There is no contradiction between graduates not having the required skills and employers being unable to fill their vacancies - that's the very reason that they have been unable to fill their vacancies.

I think that by 'candidates' they don't simply mean 'people who have applied for the job'. They mean suitable people they can seriously consider for the position. There aren't enough people who have the skills to be considered as candidates for the vacant positions.
