I missed telling her -- does this sentence mean that the speaker forgot to tell her?

If that's what its intended to mean then it's a poor way of saying it. Another possiblility is that the speaker once used to tell her, then stopped telling her, and then regretted the absence of the activity, but this seems a fairly unlikely thing to want to say.
