Could you please tell me where the meeting took place exactly? When they were waiting to board the plane or when they got off the plane?

It's not a natural phrase for me.

I met him as he got off the plane. (I was waiting.)
I met him as we were getting off the plane. (We walked off the plane together.)

The meeting took place at the airport right after he got off the plane (you were waiting for him).

It is a mainly British usage and it means "He arrived by plane and I was waiting at the airport for him when he arrived."
