I met a very interesting character today, a white guy who spoke perfect tagalog! Or

I've met a very interesting character today, a white guy who speaks perfect tagalog.

Which is correct? When do you use speaks?

Both are fine. Use 'speaks' when he still speaks Tagalog now or regress the verb ('spoke') to match the main verb ('met')
