I make 7 hostiles.



At 13 seconds, I hear Captain America say something like:
Body armor: AR15s. I make 7 hostiles.
What does he mean by "I make 7 hostiles" in this context?
Does he mean that he makes the total number of hostiles 7 by taking out some?
If so, why didn't he say "I make hostiles 7" instead?
