Yes, I agree with Avangi about the decision being the one not to tell of Lionel's killing of his parents. The tenses used (I knew....I made a decision...it was a wrong one) also make it clear that it was a decision made at some time in the past.
If it were a current decision, the tenses used would be: I know (or, possibly, I knew)...I have made a decis
