what does this phrase mean?

it is a fairly new idiom, not well-liked by some, because it can sound a bit false or phoney. It "means" = "I understand your point of view" or "I can see why you think that" or "I can see that your experiences lead you to that conclusion" then the speaker ususally goes on t0 - "but" and tries to show you that your point of view (etc) is mistaken!
