I know that the first sentence is correct but what about the second?

1) I filled out all the necessary fields in the paper.
2) I fulfilled all the necessary fields in the paper.

Neither sentence is correct. The second has all the problems of the first, plus an additional vocabulary problem.

I filled out all the required fields on the paper.

This is the most accurate:

I / you / we/ she (whatever your subject is) filled out all the required fields on the form.
