i love a girl, my friend is in US. I askd him about marriage, he said a need a indian cultured girl,so he said, "shall i envy you?". what doies he try to say

Im not speaking about any cultures, simply the problem is, i love a girl and she is well known to him. He know that i love her and so he told "shall i envy you?", what i guess is he is trying to love her. Am i right?
