I heard this on tv show

I heard this on a tv show.

The CEO says this and the CFO responds

CEO : Our clothing line is being refined based on testing.

CFO : You can't say that

CFO : That makes it look that the clothes did bad on the test.

Are the sentence grammatical or not very good English?
